Content: 1.Overseas Community Affairs Council (OCAC) established these 
  Directions to encourage international friends to assist overseas 
  community affairs enthusiastically.

2.Any international friend who has enthusiastically assisted overseas 
  community affairs, promoted national interests, and promoted 
  bilateral or international cooperation and exchange, can be awarded 
  the Honored Friend Medal (hereafter the Medal). 
  To request the Medal, a deeds table should be filled in, its format 
  shown in Annex 1.

3.The approval process for awarding the Medal is as follows:
(1)In cases where the OCAC verifies that the individual’s deeds 
   meet the requirements in Direction 2, the OCAC directly starts 
   the review process.
(2)In cases where an ROC Embassy or Taipei Economic and Cultural 
   Office verifies that the individual’s deeds meet the requirements 
   in Direction 2, the institution transfers the deeds table and 
   supporting documents to the OCAC for the review process.
(3)In places where there is no ROC Embassy or Taipei Economic and 
   Cultural Office, the individual’s deeds shall be verified by a 
   local overseas compatriot group that has been registered in 
   accordance with the Directions of Overseas Compatriot Groups 
   Registration or by a current or former honorary adviser of the 
   OCAC. The group or the adviser transfers the deeds table and 
   supporting documents to the OCAC for the review process.

4.Requests for awarding this Medal shall be reviewed and approved 
  by a committee composed of seven OCAC officials. Vice Minister 
  will be the convener, with Chief Secretary and Directors-General 
  of the five Departments being members of the committee. After a 
  request is reviewed and approved, the Medal shall be awarded at 
  an open ceremony.

5.When this Medal is awarded, a certificate and a small size medal 
  shall also be presented; the certificate style and medal 
  illustration are shown in Annex 2 and 3. The aforementioned 
  certificate shall be printed in Chinese and English side by side.
