by Order of OCAC Chiao-Si-Dang-Zi No. 0913047905-1 on December 5.

2.The amend Name and Directions with all 13 Directions were
promulgated by Order of OCAC Chiao-Si-Dang-Zi No. 09830145501 on
May 5. 2007.(Original name:The Directions for the Archives
Application of the Overseas Community Affairs Council)
法規內文(Content) 1.The Overseas Community Affairs Council (hereinafter referred to as 
 “the OCAC”) established the following regulations in response to 
  the Archives Act, the Freedom of Government Information Law, and the 
  Administrative Procedure Act Article 46, regarding the public access 
  to records ,the disclosure of government information, and the 
  examination and duplication of relevant materials or archives.


2.To apply for access to view, copy, or duplicate the OCAC archives,
  government information, or archived files (hereinafter referred to 
  as the“files”), the Archives Application Form needs to be filled 
  out with the statement of purpose.

  The aforementioned Archives Application Form must be delivered to 
  the OCAC in person or via mails.


3.The acceptance of application shall be handled by the responsible 
  division according to the characteristics of the files which are 
  applied.

  The responsible division shall first inspect the contents of the 
  Archives Application Form and deal with retrieval and access as 
  according to regulations, and after drafting the Notice of Review, 
  and shall submit it to the responsibility superior for approval.

  Upon accepting the application, the OCAC will make a decision within 
  15 days. An extension can be granted if necessary, but not to exceed 
  a further 15 days.


4.If the application does not follow the regulations or if required 
  documents are missing, the applicant must revise the application 
  within 7 days after being notified of the correction. If the applicant 
  cannot make correction or fail to revise the application within the time 
  limit, the case will be dismissed.

  The 15 days of review as mentioned in Direction 3 Paragraph 3 will begin 
  after the application is corrected.


5.In principal, the files for viewing, copying, or duplicating shall be 
  that of the reproductions .For those of electronically stored, images 
  or reproductions.


6.If a section of the files has restricted access, the OCAC must only 
  need to provide the sections allowed for public access.


7.The Notice of Approval and the applicant’s valid photo identification 
  document must be presented when the applicant arrives at the OCAC premises 
  to access the files. After completion of the registration procedures, the 
  applicant can then enter the public access to files area designated by the 
  OCAC. 

  When the applicant is accessing the original files, the applicant must be 
  accompanied by the responsible staff member.


8.The applicant to the Archives Room must abide by the following rules:

(1)No eating, drinking, smoking, or boisterous activity.
(2)Cleanliness of the environment must be maintained.
(3)Pens, paint brushes, and other tools that may result in the 
   damage of files are prohibited.
(4)Copying of the files is limited only to the use of pencils,
   laptops, and other forms of portable media.
(5)Personal items are not allowed.
(6)The unauthorized use of charging stations and connection to 
   the OCAC Internet system is prohibited.
(7)Equipment provided by the OCAC must be carefully handled 
   and maintained.

  The laptops or portable media as mentioned in the provision of 
  subparagraph 4 of the above paragraph shall not be used without 
  permission. The applicant must comply with regulations of the 
  Overseas Community Affairs Council Information Security Policy. 
  Portable media must receive anti-virus inspection by the OCAC 
  before use.

  If the applicant needs to temporarily leave the public access 
  to files area ,the files must be returned to the responsible 
  staff member. Those using of electronic audiovisual files must 
  logout.


9.The applicant must keep the files intact when accessing the files. 
  And the following actions are strictly forbidden:

(1)Adding annotations, altering, changing, removing, marking or 
   damaging the files.
(2)Dismantling the files that have been bound.
(3)Destroying or altering the content of the files by other means.


10.The applicant who violates Directions 8 or 9 while accessing the 
   files will be noted and prohibited from further access to the Archives 
   Room. Serious violations will result in legal liability for damage.


11.The applicant who applies for accessing the files cannot bring the 
   files out of the public access to files area, and must return the 
   files on the same day.

   The applicant must not leave the premises until the responsible 
   staff member has checked the files and confirmed that the applicant 
   has logged out of the electronic audiovisual system. Identification 
   document will then be returned to the applicant.


12.The OCAC is open to the public Monday to Friday from 9:00 a.m. to 
   5:00 p.m. (except on national and regular holidays).


13.The applicant seeking to duplicate the files shall be charged a fee 
   for apply for viewing, copying or duplicating in accordance with The 
   Fee-charging Standards for Using Government Information of The Overseas
   Community Affairs Council.

   A receipt will be provided for the aforementioned fee payment.
