1.The Overseas Community Affairs Council (hereinafter referred
to as OCAC) has established these directions pertaining to medical
treatment, emergency, and funeral matters in order to care for
overseas compatriot students attending school in Taiwan.
2.These directions are applicable to overseas compatriot students
attending school in Taiwan in accordance with the “Regulations
Regarding Study and Counseling Assistance for Overseas Chinese
Students in Taiwan”. Overseas compatriot students enrolled in
school in Taiwan in accordance with the “Regulations Regarding
Hong Kong and Macau Residents Undertaking Studies in Taiwan”
may also abide by these directions.
3.If an overseas compatriot student encounters any of the following
incidents while in Taiwan, the OCAC may, within budget, issue
financial assistance in accordance with the application:
(1)Major economic burden caused by hospitalization owing to injury
or illness.
(2)Major economic burden caused by force majeure events, natural
disasters, or distressing family accidents.
(3)Death.
4.Directions for applicants of the various financial assistance
are as follows:
(1)An applicant in accordance with Subparagraph 1 or Subparagraph
2 of the preceding Direction must be the overseas compatriot
student involved or his legal representative.
(2)An applicant in accordance with Subparagraph 3 of the preceding
Direction must be the legal heir of the overseas compatriot
student or his school of enrollment. In the event of multiple
heirs, the application shall be submitted by group or by a group
representative.
5.An applicant for financial assistance in accordance with these
directions shall fill out the Application Form (see Appendix 1)
and send it with the following listed documents for the school
to verify and forward to OCAC for review and fund disbursement.
(1)An applicant in accordance with Subparagraph 1 of Direction 3
shall attach Proof of Diagnosis and medical treatment receipts
from the hospital.
(2)An applicant in accordance with Subparagraph 2 of Direction 3
shall attach documentary proof of losses suffered from the
disaster or the family accident.
(3)An applicant in accordance with Subparagraph 3 of Direction 3
shall attach the Death Certificate.
The attachments listed in the preceding subparagraphs must be
original documents.If the documents are in a foreign language,
they must be accompanied by a Chinese translation.
6.Directions for the granting of financial assistance are as follows:
(1)An applicant for Subparagraph 1 of Direction 3 shall be granted
financial assistance of between NT$1,000 and NT$5,000. If
self-paid medical fees are over NT$10,000, financial assistance
of between NT$5,000 and NT$50,000 shall be granted, not exceeding
the amount of self-paid medical fees.
(2)An applicant for Subparagraph 2 of Direction 3 shall be granted
financial assistance of between NT$1,000 and NT$10,000.
(3)An applicant for Subparagraph 3 of Direction 3 shall be granted
financial assistance of NT$30,000.
7.In principle, each overseas compatriot student applicant may be
granted one financial assistance for each factual basis.
8.After the applicants for financial assistance based on Direction
3 receive approval for subsidy from OCAC, the enrolled school
must, within one month of receipt of the official notification,
collect the below listed documents and submit them to OCAC for
review and funds disbursement. However, if it is less than 30
days from the end of the subsidy’s fiscal year (December 31),
the relevant application must be completed before December 25.
(1)“OCAC Public Subsidy for Overseas Compatriot Students Medical,
Emergency, and Funeral Assistance Personal Income and Expenditure
List” (see Appendix 2).
(2)Original documents for expenditure amounts approved for OCAC
subsidy.However, applicants in accordance with Subparagraph 2
or Subparagraph 3 of Direction 3 are not subject to these
restrictions.
(3)Remittance bank account information of the subsidized overseas
compatriot student. However, for application in accordance
with Subparagraph 3 of Direction 3, the subsidy may be received
by the applicant.
9.If the applicant provides falsified information or if the
application is repeatedly submitted, OCAC shall revoke the
application and recover the financial assistance.Any applications
submitted from the applicant shall not be accepted, within two
years after discovery, and individuals involved in criminal
activities shall be transferred to law enforcement authorities.
The regulations in the preceding paragraph regarding the
revocation of application and the recovery of financial assistance
shall be listed as addendum at the time of approval.
10.If special circumstances arise during the granting of financial
assistance listed in these directions, OCAC reserves the right
to make adjustments based on the individual case.
