1.These Directions are set by the Overseas Community Affairs
Council (hereinafter referred to as “the OCAC”) for the
appointment of honorary consultants to assist in the promotion
of overseas community affairs and services, with the aim
of enhancing the well-being of overseas compatriots.
2.“Honorary consultant” in these Directions refers to OCAC
Senior Advisers, Advisers and Associate Advisers.
3.Any overseas compatriot meeting one of the following conditions
can be appointed by the OCAC as a Senior Adviser:
(1)Previously served as an OCAC Council Member.
(2)Familiar with compatriot community affairs and is highly
respected.
(3)Has been a long-term contributor to overseas compatriot services
with outstanding achievements.
(4)Has made notable contributions to public welfare in their
country of residence.
4.Any overseas compatriot meeting one of the following conditions
can be appointed by the OCAC as an Adviser:
(1)Special performance in compatriot community affairs.
(2)Special performance in a professional field and sustained
involvement in overseas compatriot services.
(3)Special performance in overseas cultural affairs or overseas
compatriot student education.
(4)Has been dedicated to public welfare in their country of
residence and demonstrated special performance.
5.Any overseas compatriot meeting one of the following conditions
can be appointed by the OCAC as an Associate Adviser:
(1)Concrete contributions to overseas community affairs.
(2)Concrete achievements in their professional field and
dedication to overseas compatriot services.
(3)Concrete contributions to overseas cultural affairs or
overseas compatriot student education.
(4)Concrete contributions to promoting public welfare in
their country of residence.
6.As well as being appointed by the OCAC, persons can be
recommended for appointment as honorary consultant by the
R.O.C.(TAIWAN) Ministry of Foreign Affairs, embassies,
representative offices and other organizations authorized
by the OCAC. After recommendees are reviewed by the OCAC,
the Minister shall proceed with the appointment.
7.The position of OCAC honorary consultant is unpaid and is for
a term of three years which can be extended one time only.
The term of honorary consultant appointed before these
amended Directions took into force from December 1, 2023,
shall be handled in accordance with the original Directions.
8.The OCAC can present a certificate or medal to an honorary
consultant who meets one of the following situations as reward:
(1)Has proposed innovative reforms in compatriot community
affairs or services, which have proven effective after
implementation.
(2)Has made concrete contributions or special achievements in
maintaining unity and harmony in overseas compatriot communities.
(3)Has made concrete contributions or special achievements in
improving the well-being of overseas compatriots.
(4)Has demonstrated exceptional professional achievements or actively
contributed to overseas compatriot services.
9.Persons to whom the following situations apply cannot be appointed
OCAC honorary consultant:
(1)He/she violates national policy or interests.
(2)He/she has poor conduct or reputation, damaging the image of
the OCAC and their own.
(3)He/she has been sentenced to a confirmed prison sentence in
the R.O.C.(TAIWAN) or overseas.
Should any of the situations in the previous paragraph arise
after appointment, the OCAC can dismiss an honorary consultant.
10.If an honorary consultant moves away from the overseas compatriot
area they represent, the OCAC can dismiss or reappoint him/her. |
