1.These Directions are set by the Overseas Community Affairs
Council (hereinafter referred to as “the OCAC”) for the
appointment of council members to promote overseas compatriot
community affairs and related services, with the aim of enhancing
the well-being of overseas compatriots.
2.The OCAC may appoint overseas compatriots who hold R.O.C.
(TAIWAN) nationality and meet one of the following conditions
as council members:
(1)Have made special contributions to strengthening compatriot
community affairs and promoting unity and harmony within
overseas compatriot communities.
(2)Have demonstrated outstanding achievements in a professional
field, and have been long committed to and supportive of
overseas compatriot services, with a proven record of excellence
and high regard in the overseas compatriot community.
(3)Possess substantial expertise in overseas compatriot well-being,
community affairs, or services, and enjoy distinguished
reputation and influence within the overseas compatriot
community.
(4)Have made significant contributions to overseas compatriot
culture and education, or overseas compatriot student education.
(5)Have made significant contributions to public welfare in
their country of residence.
3.As well as being appointed by the OCAC, persons can be
recommended for appointment as council members by the
R.O.C.(TAIWAN) Ministry of Foreign Affairs, embassies,
representative offices and other organizations authorized by the
R.O.C.(TAIWAN) Ministry of Foreign Affairs, with recommender
first reviewed by the OCAC.
For council members in the previous paragraph, the OCAC will
request the Executive Yuan to request his/her appointment by the
President.
4.The position of OCAC council member is unpaid, and is for a term
of three years which can be extended one time only.
5.In addition to attending the General Assembly of Council Members,
OCAC and providing recommendations on national policies and
overseas compatriot well-being, OCAC council members are expected
to promote the following:
(1)Overseas compatriot community affairs and related services.
(2)Overseas compatriot culture, education, and overseas compatriot
student education.
(3)Public welfare in their country of residence.
6.The OCAC can present a certificate or medal to a council member
who meets one of the following situations as reward:
(1)Has proposed innovative reforms in compatriot community affairs
or services, which have proven effective after implementation.
(2)Has made significant contributions to maintaining unity and
harmony in overseas compatriot communities.
(3)Has made special contributions to improving the well-being of
overseas compatriots.
(4)Has made special contributions to public welfare in their
country of residence.
(5)Has demonstrated exceptional professional achievements and
actively contributed to overseas compatriot services.
7.Persons to whom the following situations apply cannot be
appointed OCAC council members:
(1)He/she violates national policy or interests.
(2)He/she has poor conduct or reputation, damaging the image of the
OCAC and their own.
(3)He/she has been sentenced to a confirmed prison sentence in the
R.O.C.(TAIWAN) or overseas.
If any of the aforementioned situations apply to an OCAC council
member after he/she is appointed, the OCAC can request the
Executive Yuan to submit a request to the president to remove the
council member from his/her position.
8.If an OCAC council member moves away the overseas compatriot area
they represent, the OCAC can request the Executive Yuan to submit
a request to the president to remove the council member from
his/her position. |
