1.The Overseas Community Affairs Council (hereinafter referred
to as the “OCAC”) has established these Directions for the
purpose of designating appropriate entities pursuant to Article
6, Paragraph 1, of the Regulations Regarding Study and Counseling
Assistance for Overseas Compatriot Students in Taiwan to accept
and review applicants’ overseas compatriot student status and
supporting documents. Such designated entities shall hereinafter
be referred to as “Recommendation Units Authorized by the OCAC.”
2.Applications by overseas compatriot students to study in Taiwan
shall, in principle, be submitted to an overseas embassy, consulate,
representative office, branch office, or other institution
authorized by the Ministry of Foreign Affairs (hereinafter
referred to as an “overseas mission”). However, after considering
the geographical area, transportation conditions, number of overseas
compatriot students, availability of overseas missions, procedures
for the authentication of application documents, and other
circumstances in each place of residence, the OCAC may select
overseas compatriot schools, overseas compatriot organizations,
alumni associations, or other organizations supportive of Taiwan
in such places as Recommendation Units to accept applications.
3.Before overseas student recruitment begins for each academic year,
the OCAC shall request overseas missions to recommend suitable
organizations. The OCAC shall designate such organizations after
reviewing their qualifications. Where special circumstances arise,
the selection process may be conducted at any time.
4.During the period designated by the OCAC, Recommendation Units shall
assist in carrying out the following matters:
(1)Accepting and forwarding application forms and documents submitted
by overseas compatriot students seeking to study in Taiwan.
(2)Examining and verifying applicants’ identities and academic
credentials.
(3)Distributing admission and placement notices.
(4)Conducting student recruitment and promotional activities.
(5)Handling other matters designated by the OCAC.
After examining and verifying the identity and academic credentials
specified in Subparagraph 2 of the preceding paragraph, a
Recommendation Unit Authorized by the OCAC shall stamp the
photocopies with the words “Certified as a True Copy of the
Original” and affix the official stamp of the Recommendation Unit.
5.Unless otherwise provided, Recommendation Units Authorized by
the OCAC shall carry out the matters specified in the preceding
point without charge.
6.The OCAC may, as appropriate, grant rewards to Recommendation
Units that demonstrate outstanding performance in carrying out
the matters specified in Point 4.
7.The OCAC may revoke the designation of a Recommendation Unit
under any of the following circumstances:
(1)The unit violates applicable requirements, engages in
misrepresentation or fraud, or otherwise acts in a manifestly
inappropriate manner when carrying out the matters specified
in Point 4.
(2)The unit recommends an overseas compatriot student from outside
its designated jurisdiction.
(3)The unit treats a particular student recruitment organization
unfairly.
(4)The unit recommends a student who does not meet the eligibility
requirements prescribed in the applicable admission guidelines
to study in Taiwan.
(5)The unit commits any other serious violation as determined by
the OCAC. |
