1.The Overseas Community Affairs Council (OCAC) has established
these Directions to govern the acceptance of donations of
scholarships (the "Scholarships") from overseas community
organizations, enthusiastic overseas compatriots, and members
of the public for the purpose of fostering outstanding overseas
compatriot students currently enrolled in schools, as well as
donations of grants (the "Grants") for projects assisting
overseas community schools in areas facing hardship, including
strengthening teaching staff, establishing teacher retirement
and pension funds, and enhancing teachers’ instructional
competencies.
2.The disbursement of Scholarships and Grants shall be conducted
in accordance with these Directions; matters not covered herein
shall be handled in accordance with the specific application
instructions for the respective scholarship or the relevant
regulations governing grants.
3.Overseas compatriots or individuals in Taiwan wishing to donate
Scholarships or Grants as a memorial—whether in their personal
capacity, through a bequest in a will, or as a dedicated fund—
as well as overseas community organizations, enterprises, or
institutions wishing to allocate dedicated funds for such purposes,
may express their intent to donate to the OCAC in accordance
with these Directions.
4.The names of the Scholarships and Grants shall be designated by
the donors themselves; if a donor does not designate a name, the
OCAC shall determine one on their behalf.
5.Eligibility for the Scholarships and Grants are limited to overseas
compatriot students currently enrolled in schools who meet the
following criteria:
(1)Enrolled in a domestic higher education institution (college or
university) or the OCAC Vocational Education Program for Overseas
Compatriot Students.
(2)Demonstrating excellent character and academic performance.
(3)Not having received any other scholarship or grant from the
OCAC during the same academic year.
Applications for this Scholarships and Grants are based on the
standard duration of study prescribed by the respective
educational institutions; however, students falling under any
of the following circumstances are ineligible to apply:
(1)Students who have been held back a year, are repeating a year,
or have delayed graduation at the time of application.
(2)First-year overseas compatriot students at the senior high
school level or above; however, this restriction does not
apply to first-year university students who were assigned
to their programs after completing the autumn class of the
Academy of Preparatory Programs for Overseas Compatriot
Students of National Taiwan Normal University.
Donors may establish additional eligibility criteria; however,
if no overseas compatriot students meet these additional
criteria in a given academic year, the OCAC may award the
funds to other overseas compatriot students in accordance
with the provisions of the preceding paragraph.
6.Methods for the donation and disbursement of the Scholarships
and Grants are as follows:
(1)A lump-sum donation to the fund, with the annual interest
income used for the Scholarships and Grants.
(2)A lump-sum donation to the fund, with the annual principal—
or the principal combined with interest income—used for the
Scholarships and Grants.
(3)A lump-sum donation to the fund, with the principal used for
the Scholarships and Grants and distributed in a single payment.
(4)Annual donation of the Scholarships and Grants with a specified
number of award recipients.
7.Scholarships and Grants shall be awarded once per academic year;
the number of recipients and the award amounts shall be reviewed
and approved by the Scholarship and Grant Management Committee.
Following the distribution of Scholarships and Grants, if the
remaining balance is insufficient to fund a full award, the
Committee may, with the donor's consent, consolidate the
remaining balance into the general Scholarship and Grant fund
for disbursement.
For annual Scholarship and Grant donations with a specified
number of recipients, the awards shall be distributed annually,
while any interest accrued during the interim shall be
incorporated into the general Scholarship and Grant fund.
8.Eligibility for grants is defined as follows:
(1)Overseas Compatriot Schools: Schools or language classes located
in areas facing significant hardship that have been registered
with or filed for record with the OCAC in accordance with the
"Directions for Contacting and Assisting with Overseas Compatriot
Schools”, and which actively support with the government's
policies on overseas compatriot education.
(2)Teachers at Overseas Compatriot Schools: Incumbent teachers
employed by overseas compatriot schools; however, this excludes
holders of passports issued by Mainland China, Hong Kong, or
Macau.
(3)Retirement and Pension Funds for Overseas Compatriot School
Teachers: Retirement and pension funds established for teachers
of overseas compatriot schools by overseas compatriot education
organizations registered in accordance with the “Directions
of Overseas Compatriot Groups Registration”.
9.Donations for Grants may be made as a lump sum or on an annual
basis. The principal, the accrued interest, or a combination of
the principal and accrued interest may be used as the Grants,
which shall be disbursed in one or multiple installments within
the fiscal year. Any remaining balance after disbursement shall
be carried forward and incorporated into the consolidated
allocation for over for the following fiscal year.
Regarding the approval and issuance of subsidies, the OCAC shall
formulate relevant plans based on the current status of overseas
compatriot education and submit them to the Scholarship and Grant
Management Committee for review. Matters concerning the recipients
and the amounts of the subsidies shall be reviewed and approved
by the Committee.
10.Donated funds for Scholarships and Grants shall be deposited
into a dedicated bank account and recorded in the OCAC’s accounts
for reference.
11.When the OCAC accepts donations for Scholarships and Grants,
it shall reward the donors in accordance with the "Directions
of Rewarding Generous and Voluntary Donation from Overseas
Compatriots".
12.Upon accepting donations for Scholarships and Grants, the OCAC
shall establish a Scholarship and Grant Management Committee
(the "Management Committee") to administer the funds.
13.The duties of the Management Committee are as follows:
(1)Matters concerning the raising of funds for Scholarships and
Grants.
(2)Matters concerning the planning for the utilization of
Scholarships and Grants.
(3)Matters concerning the custody of Scholarships and Grants,
and the utilization of the interest accrued thereon.
(4)Matters concerning the review of applications for Scholarships.
(5)Matters concerning the review of the utilization of Grants.
(6)Matters concerning the solicitation of donations for Scholarships
and Grants.
(7)Other management matters related to Scholarships and Grants.
14.The Management Committee shall have one Chairperson, a position
to be held concurrently by a Deputy/Vice Minister designated by
the OCAC Minister. It shall also comprise ten to fifteen members
appointed by the OCAC from among enthusiastic members of the
public and personnel involved in overseas compatriot affairs;
the term of office shall be three years, subject to reappointment
upon expiration. All positions are unpaid.
Regarding the composition of the Management Committee mentioned
in the preceding paragraph, the proportion of members of either
gender shall not be less than one-third.
15.The Management Committee shall have one Executive Secretary, one
Accountant, and two or three Administrative Staff members to
handle affairs related to Scholarships and Grants; these positions
shall be held concurrently by relevant personnel designated by the
OCAC
16.The Management Committee shall meet once a year to address the
matters specified in Point 13. Extraordinary meetings may be
convened when necessary.
17.Donors of Scholarships and Grants may request that the OCAC,
pursuant to Point 6 or Paragraph 1 of Point 9, change the manner
in which the donated funds are used, or provide information on
the income and expenditures of the donated funds or the lists
of Scholarship and Grant recipients. |
