1.The Overseas Community Affairs Council (“the OCAC”) has established
these Directions to provide subsidies for publications issued by
enrolled overseas compatriot student associations.
2.Publications issued by overseas compatriot student associations
shall serve at least one of the following purposes:
(1)Promote Taiwanese culture and advance Mandarin education.
(2)Foster overseas compatriot students’ interest in academic research
and develop their writing skills, while strengthening ties among
schools, families, and society.
(3)Report on the study situation of overseas compatriot students and
strengthen connections with overseas compatriot graduates.
(4)Introduce the geography, history, cultural heritage, customs and
traditions, politics, economy, and education of overseas student
places of residence and Taiwan.
3.Overseas compatriot student associations that meet the following
requirements may apply to the OCAC for publication subsidies:
(1)They are school-based overseas compatriot student associations
officially registered with their respective schools, or regional
overseas compatriot student associations registered with the Council.
(2)The purpose of the publication complies with the provisions of Point 2.
(3)For magazine-format publications, the size shall be 16-mo
(sextodecimo; approximately 19 × 26 cm), and containing at least
20 leaves (40 pages); or 24-mo (approximately 13 × 19 cm), and
containing at least 30 leaves (60 pages).
(4)For newspaper-format publications, the publication shall be at
least 4-mo (quarto) in size and consist of at least 1 leaf (2 pages).
Electronic newsletters issued under the preceding paragraph shall
comply with the requirements set forth in Subparagraphs 1 and 2
of the preceding paragraph.
4.An overseas compatriot student association applying for a publication
subsidy shall submit a written proposal to the OCAC for review at
least 15 days before the publication date. Applications submitted
after the deadline will not be accepted. The proposal shall specify
the following:
(1)Publication format;
(2)Purpose of publication;
(3)Content and length;
(4)Budget.
Applications by school-based overseas compatriot student associations
shall be forwarded to the OCAC by the school.
5.The OCAC shall provide subsidies for publications issued by overseas
compatriot student associations according to the following standards:
(1)For publications issued by school-based overseas compatriot student
associations, the OCAC may subsidize one-third of the cost of each
issue, up to a maximum of NT$10,000.
(2)For publications issued by regional overseas compatriot student
associations, the OCAC may subsidize one-half of the cost of each issue,
up to a maximum of NT$10,000.
(3)For commemorative special issues or special editions, the subsidy
amount may be increased as appropriate, up to a maximum of NT$20,000.
6.When an overseas compatriot student association receiving an OCAC
subsidy for publication expenses submits its final accounts, it
shall provide three copies of the published print publication or
one printed copy of the electronic newsletter, together with a
statement of income and expenditure, a detailed breakdown of
publication expenses, and original receipts or supporting documents
for the subsidized amount. If the same project receives subsidies
from two or more government agencies, the association shall state
the total amount of actual expenditures and the actual subsidy
(or donation) received from each agency.
7.The amount of unused subsidy funds to be returned for publications
subsidized by the OCAC shall be calculated as follows:
(1)For cases in which total expenditure on the publication is equal to
or greater than total income, if actual expenditure is at least 30%
lower than the original estimated expenditure and the OCAC’s subsidy
amounts to NT$150,000 or more, the subsidy shall be recalculated
according to the original subsidy ratio—that is, the ratio of the
approved subsidy amount to the original estimated expenditure—and
the amount of unused funds to be returned shall be calculated accordingly.
(2)For cases in which total expenditure on the publication is less than
total income, the unused funds shall be calculated according to the
original approved subsidy ratio and returned to the OCAC.
8.Overseas compatriot student associations receiving OCAC subsidies for
publications shall implement their publications in accordance with the
approved plan. If the OCAC discovers poor implementation results,
expenditures inconsistent with the approved purpose of the subsidy, false
reporting, inflated expenditure claims, or other irregularities, the
association shall return the relevant subsidy funds. Depending on the
severity of the violation, the OCAC may also suspend the association’s
eligibility for this subsidy for a period of one to five years. |
