1.The Overseas Community Affairs Council (“the OCAC”) has established
these Directions to provide subsidies for activities organized
by overseas compatriot student associations (“student associations”)
and to strengthen communication and interaction among overseas
compatriot students.
2.An overseas compatriot student association applying for a subsidy
shall meet one of the following eligibility requirements:
(1)Be a school-based overseas compatriot student association
officially registered with its school.
(2)Be a regional overseas compatriot student association officially
registered with the OCAC.
Necessary activities organized by an overseas compatriot student
association that is in the process of being established but
has not yet completed registration may be subsidized by applying
these Directions mutatis mutandis.
3.The OCAC may provide subsidies for the following activities
organized by overseas compatriot student associations:
(1)General membership meetings and elections for the association’s
executive officers.
(2)Mid-Autumn Festival, Dragon Boat Festival, and Lunar New Year
celebrations.
(3)Major holiday celebrations.
(4)Overseas Compatriot Student Week.
(5)Patriotic and self-strengthening activities.
(6)Training activities for overseas compatriot students.
(7)Other activities for overseas compatriot students of special
significance.
4.In principle, the OCAC’s subsidy for each activity shall range
from NT$2,000 to NT$10,000, with the amount determined based on
the following factors:
(1)The purpose and significance of the activity.
(2)The number of participants.
(3)The student association’s past performance and its interaction
with the OCAC.
(4)The overall activity budget.
(5)The association’s financial status and income and expenditure.
For major activities organized by an overseas compatriot student
association, the above subsidy limits shall not apply if the
OCAC grants special approval on a case-by-case basis.
5.An overseas compatriot student association applying for a subsidy
shall submit a written application to the OCAC for review at least
10 days before the activity. Applications submitted after the
deadline will not be accepted. The application shall specify the
following:
(1)Nature of the activity.
(2)Date, time, and venue.
(3)Activity format.
(4)Number of participants.
(5)Budget.
For applications submitted by school-based student associations,
the application shall be forwarded to the OCAC by the school.
6.An overseas compatriot student association receiving an OCAC
subsidy shall submit a statement of income and expenditure,
original receipts or other supporting documents for the subsidized
amount, and an activity result report for reimbursement and
verification. If the same project receives subsidies from two or
more government agencies, the association shall state the total
amount of actual expenditures and the actual subsidy (or donation)
received from each agency.
7.The amount of unused subsidy funds to be returned for activities
subsidized by the OCAC shall be calculated as follows:
(1)For cases in which total expenditure on the activity is equal to
or greater than total income, if actual expenditure is at least 30%
lower than the original estimated expenditure and the OCAC’s
subsidy amounts to NT$150,000 or more, the subsidy shall be
recalculated according to the original subsidy ratio—that is,
the ratio of the approved subsidy amount to the original estimated
expenditure—and the amount of unused funds to be returned shall
be calculated accordingly.
(2)For cases in which total expenditure on the activity is less than
total income, the unused funds shall be calculated according to
the original approved subsidy ratio and returned to the OCAC.
8.Overseas compatriot student associations receiving OCAC subsidies
shall implement their activities in accordance with the approved
plan. If the OCAC discovers poor implementation, expenditures not
in accordance with the approved purpose of the subsidy, false
reporting, inflated expenditure claims, or other irregularities,
the association shall return the relevant subsidy funds. Depending
on the severity of the violation, the OCAC may also suspend the
association’s eligibility for such subsidies for a period of one
to five years. |
