1.The Overseas Community Affairs Council (“the OCAC”) has established
these Directions to strengthen the capacity of schools operating
specialized overseas compatriot student programs to provide
student counseling. The OCAC will provide subsidies to such
schools to employ student life counselors with proficiency in
Southeast Asian languages, to assist overseas compatriot students
in adapting to and integrating into life in Taiwan and enable
them to study with peace of mind.
2.In these Directions,“schools operating specialized overseas
compatriot student programs”(“schools”) means senior high
schools undertaking the OCAC’s Vocational Education Program
for Overseas Compatriot Students and colleges and universities
undertaking the Industry-Academia Cooperation Bachelor Degree
Program.
Student life counselors with proficiency in Southeast Asian
languages employed by schools using subsidy funds from the OCAC
shall meet the following requirements:
(1)Eligibility
A.Hold the nationality of the Republic of China (Taiwan) and possess
a valid Republic of China National Identification Card; or
B.Be a foreign national who has lawfully obtained a valid Republic
of China residence permit or other valid residence document.
(2)Language proficiency
A.Possess fluent Mandarin communication skills sufficient to perform
duties related to student counseling.
B.Possess proficiency in at least one of the following Southeast
Asian languages: Indonesian, Malay, Vietnamese, Burmese, Filipino,
Thai, Khmer, or Lao. Depending on the language required for actual
counseling work,
the applicant shall provide one of the following forms of proof:
a.Documentation demonstrating proficiency at CEFR B2 or above in
the relevant language, issued by a language testing institution
established with government approval in Taiwan or another country,
or certified by a domestic or foreign university.
b.Documentation proving continuous residence for at least three
years in a region or country where the relevant language is
commonly spoken, together with school verification that the
applicant possesses sufficient proficiency in the language to
perform student support and counseling duties effectively.
3.Schools employing student life counselors with proficiency in
Southeast Asian languages may apply to the OCAC for subsidies.
The subsidy principles are as follows:
(1)Number of subsidized positions:The OCAC shall determine and
allocate the number of subsidized positions annually based on
the available budget, the number of overseas compatriot students
enrolled at each school, and the actual number of counselors
employed. The OCAC shall be responsible for reviewing
applications submitted by schools.
(2)Subsidy amount:For each full-time counselor, the maximum annual
subsidy shall be NT$240,000. For each part-time counselor, the
maximum subsidy shall be NT$100 per hour. Any shortfall in salary
or other expenses, including year-end bonuses, labor insurance
premiums, National Health Insurance premiums, labor pension
contributions, overtime pay, duty allowances, professional
allowances, other subsidies or allowances, and supervisory fees,
shall be covered by the school using its own funds.
(3)For a full-time counselor employed for less than one year, the
subsidy shall be calculated at NT$20,000 per month. No subsidy
shall be provided for any period of less than one month.
Part-time counselors shall be paid on an hourly basis and
may not concurrently serve as other full-time personnel of
the school.
The maximum number of Southeast Asian language-speaking student
life counselors for whom a school may apply for subsidies shall
be calculated according to the following standards:
(1)100 to fewer than 300 students in specialized overseas compatriot
student programs: up to 1 subsidized position.
(2)300 to fewer than 500 students: up to 2 subsidized positions.
(3)500 to fewer than 700 students: up to 3 subsidized positions.
(4)700 to fewer than 1,000 students: up to 4 subsidized positions.
(5)1,000 or more students: up to 5 subsidized positions.
4.Schools shall complete the Application Form for Subsidies for
Southeast Asian Language-Speaking student life counselors for
the Following Year (format provided in Appendix 1) and submit
it, together with the relevant employment plan, to the OCAC by
official letter no later than October 31 of each year. Late
applications may not be accepted. If the OCAC specifies a different
deadline, that deadline shall apply. The employment plan referred
to in the preceding paragraph shall specify the following:
(1)The planned duties and services of Southeast Asian language-speaking
student life counselors.
(2)The allocation of counselors’language expertise in relation
to the number of overseas compatriot students from each country
or region represented at the school.
(3)Professional training and supervision and performance evaluation
methods.
(4)Salary and benefits plan.
(5)Expected results.
(6)Budget allocation: The salary budget shall be at least twice the
amount of the subsidy requested from the OCAC.
The OCAC shall conduct a written review of applications submitted
under the first paragraph in accordance with the subsidy principles
and, following approval, notify the schools receiving subsidies
by official letter.
5.The OCAC’s subsidies for schools to employ Southeast Asian
language-speaking student life counselors shall be disbursed to
schools in two installments each year. Schools shall use the
funds strictly in accordance with actual expenditures and approved
purposes. If poor implementation results, expenditures inconsistent
with the approved purpose of the subsidy, false reporting, inflated
expenditure claims, or other irregularities are discovered, the
school shall return the relevant subsidy amount, and the OCAC
shall pursue the relevant responsibilities in accordance with
applicable laws and regulations.
6.Schools receiving subsidies shall submit the following documents
to the OCAC in two installments for reimbursement and verification
by June 25 and December 25 of each year. If the OCAC specifies
a different submission deadline, that deadline shall apply. Any
unused balance remaining upon completion of the project shall
be returned to the OCAC.
(1)Statement of income and expenditure, including a payroll/payment
roster (format provided in Appendix 2).
(2)Activity result report (format provided in Appendix 3), together
with documentation verifying the employment of the Southeast
Asian language-speaking student life counselor, including the
documentation required under Paragraph 2 of Point 2 and the
employment contract.
7.The employment conditions and rights of Southeast Asian
language-speaking student life counselors employed by schools
shall be handled in accordance with applicable labor regulations.
8.In special circumstances concerning the disbursement of funds under
these Directions, the OCAC may make adjustments on a case-by-case basis. |
