4.The amended Direction 3, 4, and 5 were promulgated by Order of OCAC No.1070105175 dated October 18, 2018 (effective immediately).
Content: 1.These Directions are set by the Overseas Community Affairs 
  Council (OCAC) and work as guidelines for the Council Member, 
  Senior Adviser, Adviser and Associate Adviser to promote overseas 
  compatriot affairs work.

2.The missions of the Council Member, Senior Adviser, Adviser, 
  and Associate Adviser are as follows:
(1)Council Member, Overseas Community Affairs Council
 a.Provides suggestions for national affairs and overseas 
   compatriot policies.
 b.Enhances communication and cultural, educational, and economic 
   activities among overseas compatriot communities, the mainstream 
   society, and Taiwan.
 c.Reflects the opinions of overseas compatriots and assists the 
   OCAC in overseas compatriot affairs.
 d.Promotes citizen diplomacy.
 e.Participates in the General Assembly of Council Members held 
   by the Overseas Community Affairs Council.
 f.Handles other matters entrusted by the OCAC.
(2)Senior Adviser, Overseas Community Affairs Council
 a.Provides advice on national affairs and overseas compatriot 
   policies.
 b.Provides advice on communication and cultural, educational, 
   and economic activities for overseas compatriot communities.
 c.Gathers the opinions of overseas compatriots and communities 
   and provides advice on overseas compatriot affairs.
 d.Assists with the promotion of citizen diplomacy.
 e.Handles other advisory matters entrusted by the OCAC.
(3)Adviser, Overseas Community Affairs Council
 a.Provides suggestions for overseas compatriot work.
 b.Reflects the opinions of overseas compatriots.
 c.Assists with the promotion of citizen diplomacy.
 d.Handles other advisory matters entrusted by the OCAC.
(4)Associate Adviser, Overseas Community Affairs Council
 a.Promotes overseas compatriot affairs in his/her overseas 
   residential area.
 b.Assists with the promotion of citizen diplomacy.
 c.Handles other advisory matters entrusted by the OCAC.

3.The Council Member, Senior Adviser, Adviser and Associate Adviser 
  of OCAC shall refrain from the following acts:
(1)Violating national policies or acting against national interests.
(2)Behaving or remarking indiscreetly and harming personal reputation.
(3)Being sentenced to imprisonment in the ROC or overseas.
(4)Participating in united front work organized by the People's 
   Republic of China or by pro-China groups.

4.If any of the aforementioned acts is committed by a Council 
  Member after his/her appointment, the OCAC has the right to 
  escalate the issue to the Executive Yuan and to the President 
  for his/her dismissal.

5.The OCAC can dismiss the Senior Adviser, Adviser, and Associate 
  Adviser should any of the situations in Direction 3 arise after 
  their appointment.

6.The Directions are also attached to the letter of appointment of 
  the Council Member, Senior Adviser, Adviser, and Associate Adviser 
  as the guidelines for promoting the overseas compatriot affairs work.
