1.These Directions are set by the Overseas Community Affairs Council
(OCAC) for the appointment of commissioners to assist with the
promotion of overseas compatriot affairs work.
2.The OCAC can appoint any overseas compatriot who holds ROC nationality
and meets one of the follow conditions as an OCAC commissioner:
(1)Made an outstanding contribution to compatriot affairs work and is
highly respected in the overseas compatriot community.
(2)Made a special contribution to advancing overseas compatriot wellbeing,
strengthening overseas compatriot community organizations, increasing
the cohesion of overseas compatriots and maintaining overseas compatriot
group unity and harmony.
(3)Is highly accomplished in the area of overseas compatriot research
or has special reputation and influence in the overseas compatriot
community.
(4)Made a special contribution to promoting the relationship between
the his/her country of residence and the ROC.
(5)Has special achievements in a professional area and is passionately
involved in overseas compatriot affairs work.
3.As well as being appointed by the OCAC, persons can be recommended
for appointment as commissioners by the ROC Ministry of Foreign Affairs,
embassies, representative offices and other organizations authorized by
the ROC Ministry of Foreign Affairs, with recommender first reviewed by
the OCAC.
For commissioners in the previous paragraph, the OCAC will request the
Executive Yuan to request his/her appointment by the President.
4.The position of OCAC commissioner is unpaid, and is for a term of three
years which can be extended one time only.
5.As well as attending the Commissioners' Conference of Overseas Community
Affairs Council, OCAC commissioners are expected to assist with the follow
matters:
(1)Provide suggestions about national affairs and overseas compatriot policies.
(2)Promote overseas compatriot group contact, culture and education, and
economic affairs etc.
(3)Reflect the overseas community situation and provide guidance for overseas
compatriot affairs.
(4)Promote civil diplomacy.
(5)Handle other matters entrusted by the OCAC.
6.The OCAC can present a certificate or medal to a commissioner who meets one
of the following situations as reward:
(1)With regard problems in overseas compatriot affairs, puts forward reform
measures that are effective after implementation.
(2)Has made a special contribution in terms of advancing overseas compatriot
wellbeing or maintaining the unity and harmony of overseas compatriot groups
and has concrete achievements.
(3)Has made a special contribution in terms of promoting the relationship
between his/her country of residence and the ROC and has concrete
achievements.
(4)Has special achievements in a professional area and is passionate about
overseas compatriot affairs work and has concrete achievements.
7.Persons to whom the following situations apply cannot be appointed OCAC
commissioners:
(1)He/she violates national policy or interests.
(2)He/she has poor conduct or reputation, damaging the image of the OCAC and
their own.
(3)He/she has been sentenced to a confirmed prison sentence in the ROC or
overseas.
If any of the aforementioned situations apply to an OCAC commissioner
after he/she is appointed, the OCAC can request the Executive Yuan to
submit a request to the president to remove the commissioner from his/her
position.
8.If an OCAC commissioner moves away the overseas compatriot area they represent,
the OCAC can request the Executive Yuan to submit a request to the president to
remove the commissioner from his/her position. |
